Summary
Councilmember George Casey voted in favor of the Conforming Rezoning of the Almaden IBM property on August 18th, emphasizing that the rezoning was a legal requirement to align zoning with the General Plan under state law. He opposed delaying the vote, noting that a proposed two-week postponement would not change the legal mandate. Casey removed the item from the Consent Calendar to allow public comment and ensure transparency, responding to constituent concerns. While he respects public input, he prioritized compliance with state law over symbolic delays and acknowledged he could have better explained his reasoning.

** Message on Almaden IBM Conforming Rezoning

FRIDAY, SEPTEMBER 4, 2026

Hi Neighbors,

On August 18th, I voted in favor of the Conforming Rezoning of the Almaden IBM property. The rezoning was a legally required formality because state law required us to update the zoning to match our General Plan. A colleague suggested a two week delay to the vote, but this delay would not change the state law mandating the zoning change.

The item was originally on the Consent Calendar, but I had the Mayor remove it to allow public comment. I wanted folks to have the opportunity to comment so our staff could respond and clear up any questions regarding the vote. Staff spoke to each concern and explained that state law rendered the rezoning inevitable.

I respect your public comments and always reflect on what constituents have to say. I did not, however, want the Council to be "performative" and postpone the vote when we would ultimately need to follow the law and update the zoning. My words were direct and upon reflection, I should have provided more context for my reasoning.
