Email from City of San Jose You don't want to miss this September E-Letter 2026 Thursday, September 17 Dear Neighbors, By mid-September I always feel a pickup in pace as students are well into their new year, football begins, weather flexes, and Halloween stores pop up. The busy months of fall have definitely arrived. With September comes a time to reflect and recognize important moments, including the 25th Anniversary of September 11th, National Hispanic Heritage Month, Labor Day, and National Suicide Prevention Month. Each offers an opportunity to remember our history, recognize the contributions of our neighbors, and a reminder to take care of one another. It also marks the beginning of National Drive Electric Month (September 11 through October 12) and Transit Month, with events spanning across the nine Bay Area counties. San José continues to make progress toward a cleaner and more accessible transportation future, and I served as a spokesperson for the month on opportunities available to residents who drive electric or are considering making the switch. As we announced in our last newsletter, Professional Women’s Volleyball has chosen San José as its new home, and in the coming days, MLV NorCal will reveal its new team name, logo, and colors. Stay tuned, we will be sure to share the news as it breaks. And for a sneak peek at October, Movin’ with Mulcahy is back. On Saturday, October 3rd we’re partnering with the Willow Glen Neighborhood Association for a volunteer event at Bramhall/Willow Street Park to assist the City of San José in compliance with the new state mandated turf reduction. It will be a great morning to get outside, spread some ground cover on the browned-out turf, pick up litter, and meet some neighbors. We hope you’ll join us by getting in your RSVP today! Best, Michael Mulcahy San José City Councilmember, District 6 Policy Discussions Proposed Changes to the Mobilehome Rent Ordinance In January, the Housing Department brought forward a proposal to make several modifications to the Mobilehome Rent Ordinance. The proposal included creating a mobilehome rent registry that park owners would be required to register with, which would help the City better enforce rent controls and other requirements. It also included a resident petition process that would allow mobilehome communities to raise concerns with the City about rent increases, as well as a City-led petition process that could help residents avoid having to go to court, a process that can be lengthy and expensive. The most controversial part of the proposal, however, was a provision that would allow park owners to increase the space rent by up to 10% when a mobilehome is sold to a new owner who moves into the home. This provision would not affect the rent paid by existing space-rent tenants, which is currently subject to an annual increase of approximately 3%. In January, I agreed with my Council colleagues that the Housing Department needed to conduct additional community engagement before we could further consider the proposal. We voted to defer the item until the fall of this year. Since then, the Housing Department has held eight community meetings, with additional meetings recently scheduled. District 6 is home to three mobilehome parks, and we know that many people in our community care deeply about both this issue and the broader topic of mobilehome housing. We want to make sure you have the most up-to-date information and have an opportunity to participate in the community meetings that me and my colleagues, and residents, asked the Housing Department to hold. Here is the information for the next community meetings: Roosevelt Community Center, 901 E Santa Clara St, San José | Thursday, September 17, 2026 from 6-7pm Online (Spanish only | Solo en español) | Monday, September 21, 2026 from 1-2pm Seven Trees Community Center, 3590 Cas Dr, San José | Wednesday, September 23, 2026 from 6-7pm Online (Vietnamese only | Tiếng Việt) | Wednesday, September 23 from 1-2pm South Side Community Center, 5585 Cottle Rd, San José | Thursday, October 1, 2026 from 6-7pm San José City Hall Wing Rooms 118-120 | Monday, October 5, 2026 6 - 7 p.m. Downtown's Parking Plan Proposal The City of San José’s Department of Transportation (DOT) is proposing a revised approach to parking rates and hours in Downtown San José after hearing critical feedback from residents, City Council, businesses, employees, and community stakeholders. For background, the FY 2026-2027 San José City Budget transferred $1.2 million from the DOT’s Parking Fund to the General Fund to help the city’s budget shortfall. Because the Parking Fund also pays for critical maintenance and improvements, from parking garage repairs and elevators, to meter replacements and security, the DOT proposed rate increases as a way to replenish those funds. On June 23, 2026, the City Council asked the DOT to spend additional time engaging with the community and exploring alternatives after their original proposal did not resonate with the public. With the help of key partners like the San José Downtown Association and neighborhood business associations, as well as community feedback shared, DOT has now developed a five-year, phased plan to address the public’s initial concerns: Year 1: Increase City Garage hourly rates by $1 per hour and increase special event rates in garages by $3 per hour Year 2: Increase rates at 1,600 Downtown core meters by $1 per hour Year 3: Extend Downtown core meter hours from 6 PM to 9 PM Year 4: Extend Downtown core meter hours from 6 PM to 9 PM Year 5: Increase all City meters by $1 per hour This plan would preserve the existing 90 minutes of free parking at City garages, expanding that benefit to the Convention Center Garage as well. The additional revenue would help the City maintain and invest in our parking system, including major repairs at several Downtown garages, a new elevator at the Second and San Carlos Garage, replacement of aging parking meters, and enhanced security and patrols. The revised proposal was originally scheduled to come before the City Council on September 29, but that discussion has now been postponed. I appreciate everyone who has shared their concerns, experiences, and ideas throughout this process, and I look forward to continuing the conversation once we receive an update on when the City Council will consider the revised proposal. Additional Parking Enforcement is Coming to District 6 As part of the City’s Fiscal Year 2026-2027 budget, the City approved Mayor’s Budget Addendum (MBA) #20, which reallocates 1,000 hours of existing Parking Compliance Unit overtime to provide additional, targeted parking enforcement throughout San José. These hours are being divided evenly among the City’s 10 Council districts, giving District 6 a total of 100 overtime enforcement hours to direct toward areas experiencing parking-related concerns. Our office will be able to identify locations where additional enforcement may be helpful and provide the Department of Transportation (DOT) with information about the specific parking concerns, including the days and times when those issues are most prevalent. Individual enforcement requests are expected to use approximately four to eight hours of District 6's 100-hour allocation. This will allow our office to more strategically direct limited enforcement resources toward areas where residents have reported recurring parking issues, including illegally parked vehicles, expired registrations, and other parking violations. Because District 6 has a limited allocation of 100 hours, this is a temporary increase in targeted enforcement rather than an ongoing expansion of parking enforcement services. Following each targeted enforcement assignment, DOT will provide our office with a summary of the results, including the number of citations issued, vehicles towed, and investigations initiated or completed involving issues such as oversized or lived-in vehicles and expired registrations. DOT is currently finalizing the procedures for Council offices to submit and coordinate these requests, with the program expected to roll out in September or October 2026. We know parking concerns vary from neighborhood to neighborhood, and our office will use these limited hours strategically to help address areas experiencing persistent parking challenges. BART Silicon Valley Construction Project Councilmember Mulcahy serves on the oversight committee for VTA’s BART Silicon Valley Phase II project which continues to move forward, with construction activity expanding along the six-mile extension that will bring BART from the Berryessa/North San José Station through downtown San José to Santa Clara. At the West Portal near Newhall Yard, excavation of the tunnel launch structure is nearing completion, with 84% of excavation and 94% of structural bracing complete as of mid-July. Work is also underway around the future Diridon Station, including soil testing and utility relocations near Santa Clara Street, Stockton Avenue, and The Alameda. Demolition and site preparation are progressing at the future 28th Street/Little Portugal Station, while additional restoration and infrastructure work is beginning around the East Portal. As part of work near the future Diridon BART Station, the parking lot south of Santa Clara Street between Barack Obama Boulevard and South Montgomery Street is temporarily closed from July 20 through October 18, 2026. The closure will allow crews to conduct soils testing and trenching needed for the project, with work generally taking place between 7:00 AM and 7:00 PM. VTA has distributed construction notices and created additional signage and online resources to keep the public informed throughout the closure. VTA is also completing a comprehensive update of the project's overall cost, schedule, risks, and contingency needs as it continues working toward a Full Funding Grant Agreement with the Federal Transit Administration. The current project estimate remains approximately $12.7 billion, with about $2.38 billion committed through contracts and $2.02 billion paid to date. The project recently reached another important construction milestone with completion of the support-of-excavation work for the tunnel launch structure, helping prepare the site for the future arrival and operation of the tunnel boring machine. Public Announcements Tillman Park Update The former Pizza Hut site at Race, Park, and Tillman Avenue is one step closer to becoming a new city park. On September 2, over 30 neighbors joined us to learn more about the park’s design and construction timeline, as they shared their ideas for the finishing touches – including the art wall, furniture, games, and recreational equipment. Thank you to everyone who participated and helped shape this new neighborhood gathering space. Your feedback is valued and was shared with the Park’s Department staff. As the park moves forward, we will continue to keep the community updated on our progress. We are excited to see this long-vacant, dilapidated site transformed into an official welcoming space for the neighborhood. The Alameda Resurfacing Project Resurfacing work on The Alameda has been underway since August, with pavement striping scheduled for September 14-25. You can expect lane closures, reduced lanes, dust, and noise along the corridor as the project finishes up, with traffic remaining open in both directions. Work is also moving forward on improvements to the Caltrain bridge and underpass at The Alameda/Santa Clara Street near Stockton Avenue. Our office secured $50,000 for power washing, graffiti removal, anti-graffiti coating, landscaping, lighting repairs, and new signage. We will continue our coordination with City departments, VTA, Caltrain, and other partners on additional lighting and safety improvements to create a cleaner, safer gateway to Diridon and the Alameda Business District. Rock 'n' Roll Road Closures Notice On the weekend of Saturday, October 3rd - Sunday, October 4th, San José Rock ‘n’ Roll will be hosting their Running Series, which begins with a 5K and Kids Run on Saturday, and ends with a Half Marathon and Marathon on Sunday. This high-energy running weekend is a chance to bring together our community and remind us to move our bodies with the help of some great music and a vibrant city backdrop. Road closures in District 6 will occur, with race pathways impacting these areas: University Avenue/ Rose Garden Streets will close north of University Ave., south of Naglee Ave., and west of Dana Ave. Fremont Street and Park Avenue Resident access will be available along Park Ave. Abraham Lincoln High School Area Resident access lanes available for: Emory St., Garden Dr., Naglee Ave., Dana Ave., Brooklyn Ave., Wabash Ave., Olive Ave., and Hester Ave. The Alameda/ Santa Clara Street: Use highway 87 to travel North or South of The Alameda/Santa Clara St Several HWY 87 freeway ramps will be closed For more information on closures, volunteering, joining the race, and more, visit the Rock ‘n’ Roll San José website. To help avoid road closures on race day, you can download the Waze App. Del Monte Park - Construction Completed The Del Monte Park playground rubber resilient surfacing project has recently been completed, and the playground is open again! We welcome community members and neighbors to return to the park, enjoy the refreshed surface, and take advantage of this improved D6 facility. A special thank you to the City of San José's Parks, Recreation, and Neighborhood Services for their hard work in improving this space for our community. Past Events SJSU Flag Raising Ceremony I was thrilled to join the annual San José State University flag raising at City Hall this month, alongside Mayor Matt Mahan, City Manager Jennifer Maguire, Councilmember Anthony Tordillos and our colleagues, SJSU President Teniente Matson, students and alumni, community partners, and more as we welcomed in a new academic school year and celebrated our beloved Spartans. This is always one of my favorite traditions. I love seeing all the students walking around City Hall, serving as a great reminder of the longstanding connection between SJSU and the broader San José community. This year’s ceremony was especially meaningful as we celebrated Associated Students President Ma’Kayla Akin, who’s making history as the first Black woman elected to lead her fellow student body. Ma’Kayla was also a District 6 intern in 2025, so it has been especially rewarding to watch her grow as a leader, see her reach this incredible milestone, and use her voice powerfully to reach audiences across San José. Our whole team is proud to root her on and watch her get to work on a big list of what she wants to achieve. Established in 1857 – the oldest public university in the western United States – San José State University has emerged as an innovative leader at the core of our city. Hijau Coffee's Grand Opening First Indonesian Coffee Shop in the Silicon Valley What started as a pop-up has now become a permanent part of District 6. On Saturday, September 5, I joined owners Lisa Maria and Ryan Prawiradjaja for the grand opening of Hijau Coffee, right in the heart of our West San Carlos corridor. Hijau Coffee is the first Indonesian coffee shop to open in the Silicon Valley, and it’s so exciting to see the owners and staff’s hard work come to life, as we welcome a business that brings both coffee and culture to our District 6 community. I was honored to speak and celebrate alongside Lisa and Ryan, Indonesian Consul General Yohpy Ichsan Wardana, Mayor Matt Mahan, the cyclist group Gowes Indo SF, District 6 neighbors, and first-time customers. This grand opening highlighted the importance of culture, entrepreneurship, and the community coming together. It was also magnificent for attendees to experience a traditional Balinese dance, Gamelan Pusaka Sunda, and a performance by Blue Band. Make sure to stop by and enjoy Hijau’s pandan, naster, and klepon lattes and coffee, which is directly sourced from Indonesia. I had a taste, and it was absolutely delicious – I also learned from the Consul General of Indonesia himself all about the pandan leaf and how it serves as a natural sweetener. Welcome to District 6, Hijau! Grand Opening of the Shared Arts Center in Downtown Last month, I attended the grand opening of the Shared Arts Center, a new home for creativity, collaboration, and art in Downtown San José. This exciting milestone will allow for a mixture of arts organizations to coexist under one roof, including drama, music, dance, and visual art organizations, collaborating side by side in a shared space. I want to extend a special thank you to Starting Arts Executive Director, Ann Watts, for being the catalyst for this endeavor, along with ArtHouse Studios, Silicon Valley Shakespeare, South Bay Guitar Society, and Los Lupeños de San José. Also, a shoutout to the Swenson organization, who both own the building and managed the build out for the center. Cheers to this new chapter, and I can’t wait to watch all the creativity and program development that comes out of this venue for years to come. Community Resources Coyote and Other Wildlife Incident Toolkit Per the California State Department of Fish and Wildlife’s website: “Human-wildlife conflict (HWC) can occur when humans encounter or interact with wild animals in an unwanted or unsafe way. In California, habitat loss and a changing climate have increased the frequency and type of HWC reported to CDFW. It has become more common for people to be "living with wildlife" as communities grow along the urban-wildlands interface and wildlife look for limited resources such as food, water, and habitat. As the State's trustee agency for fish and wildlife, CDFW has developed a robust HWC Toolkit to help reduce or prevent wildlife damage and conflict with wildlife.” You can access their Wildlife Incident Reporting system and more at the Human-Wildlife Conflicts Toolkit website. Bay Area riders have already logged 13,000 trips for a combined 86,000 miles traveled. Tamien Caltrain Station Closure To support the Guadalupe Bridge Replacement Project, Caltrain will suspend weekend service to Tamien Station for one more weekend in September. Closure of the station is required as crews need to perform critical bridge work located between Tamien and San José Diridon stations. We had a similar closure of the station last year, although this closure will be limited to the final weekend below: Sept 19-20 Given the low weekend ridership on the bus bridge last year, Caltrain will not have a bus bridge between Tamien and San Jose Diridon for this final weekend closure. VTA does have rail and bus service between the two stations as an alternative. Service north of Diridon Station will remain unaffected. ACE Special Trains for Earthquakes vs. LAFC & 49ers Games The San Joaquin Regional Rail Commission, the managing agency for the ACE train service, is excited to announce that ACE will be operating Special Trains for the San José Earthquakes vs LAFC match on September 19, 2026, and for all eight 49ers home games this season! Soccer match tickets and individual 49ers game tickets start at $25. A season pass for all eight 49ers games is available at $175. Tickets are available for purchase in the ACE app. More information on ticketing and schedules can be found at their website. San José Unified School District's Facilities Master Plan Help shape the future of San José Unified’s schools and campuses! San José Unified School District is developing its Facilities Master Plan (FMP)—a long-range roadmap guiding how Measure R bond revenues and district resources will be invested to repair aging infrastructure, improve campus safety, and modernize school facilities across the district. Community members are invited to attend an upcoming engagement workshop to review proposed campus vision plans for local schools, share priorities, and help inform future facility investments.
