** Item 7.1: Animal Care Center Civil Grand Jury Report Response
Council will consider approving the Department of Public Works’ response to the May 27, 2026, Santa Clara County Civil Grand Jury report entitled, “San José Animal Care Center: The need to strengthen transparency, performance, and trust.”
The Civil Grand Jury is an independent investigative body created by the Superior Court of California, comprised of regular local citizens. Their report issued findings and recommendations about the San José Animal Care Center’s operations. The Department of Public Works’ responses detail areas of agreement, disagreement, and next steps. ** Item 10.1(a): Conforming Rezoning for Certain Real Property Located at 650 Harry Road
In June 2026, investors filed a permit request to update the zoning on this site to reflect its land use designation in the City’s General Plan. The 35 acres of existing research buildings would be zoned for industrial use, while the 565 acres of open space would be zoned for open space.

** Item 10.3: General Plan Four-Year Review Policy Framework
Council will consider approving the framework—scope of analysis—for a revision of our General Plan. Every eight years, the State of California requires cities to adopt a “General Plan” that serve as the blueprint for land use and development. Half way through that cycle, we review our plan for compliance and alignment with our goals and state requirements.
Staff and the Planning Commission recommend a framework looking at ways to increase residential capacity, create “Missing Middle” housing opportunities, update the Urban Village implementation strategy, and evaluate the Jobs-to-Employed Residents Ratio.
The framework approved tomorrow will guide the Planning Department’s analysis for how to revise the General Plan. After, they will do more public engagement and Council updates about their ongoing progress, culminating in a final Council decision in December 2027. We partnered with Mayor Mahan, Vice Mayor Foley, and Councilmembers Campos and Cohen, to write a memorandum that directs staff to study the impacts of allowing 32, 24, and 16 units per acre in residential neighborhoods, and look at creating new parking minimums.
