Infrastructure Modernization — ERP System Replacement

Colma is undertaking a significant internal infrastructure overhaul that, while unglamorous, underpins every aspect of how the town delivers services to residents and businesses. The Town's current financial management Enterprise Resource Planning (ERP) system — the Eden system — will be retired by its provider on March 1, 2027, and town staff are actively working on procuring a replacement system that will manage budgeting, payroll, accounts payable, permitting, and other core municipal functions. For a town that prides itself on its professional, accessible staff and clean financial management, a botched ERP transition would be disruptive to daily operations. The Town's 2025–2027 Strategic Plan identifies Operations as one of its five priority program areas — reflecting a governing philosophy that internal efficiency and modernization are as important as external-facing services. The ERP replacement will also need to integrate with Measure AA revenue tracking and the town's growing capital project portfolio.
