Hillside Roads & Geologic Hazards — An Infrastructure Backlog

Belmont's hillside neighborhoods — governed by the Hillside Residential and Open Space (HRO) zoning districts — sit on some of the Peninsula's most geologically complex and slope-prone terrain. The HRO districts are subject to geologic and soils hazards, steep slopes, and inadequate roadways — a combination that makes infrastructure maintenance both costly and safety-critical. The city maintains a dedicated Hillside Road Improvement Projects list, and its 2024 Pavement Management Plan includes a Pavement Condition Index (PCI) score by segment that residents can use to understand the state of their local streets. Some hillside parcels require roadway and access improvement as a condition of development, including improvements to ensure safe and reliable access for emergency services — a requirement that becomes more urgent as climate-driven storms intensify and the risk of debris flows and road failures grows. The city updates its Pavement Restoration Standards regularly, with the most recent update in February 2026.
