Despite significant rezoning activity along its El Camino Real corridor, Belmont has not yet met its state-mandated RHNA targets for low and very-low-income housing. The California Department of Housing and Community Development has determined that Belmont has not met its RHNA allocation for low and very low-income housing unit production — a finding that has triggered SB 35 streamlined ministerial approvals, requiring the city to approve qualifying affordable projects with minimal discretion. Several 100% affordable projects are currently in the pipeline, including a Linc Housing development at 900 El Camino Real and a project at 951 Old County Road directly adjacent to the Caltrain station. Getting these and other projects from approval to occupancy is the critical next step — and it requires both city efficiency and developer financing in an uncertain funding environment.
