How We’re Fighting ICE

Immigration makes this country great. Diversity is our strength.
It is our openness to embracing immigrants that has led to California's revolutionary tech innovation, agricultural prowess, Olympic athleticism, and iconic works of art and culture. Immigrants are the driving force of our growth and unparalleled economic power.
This is especially true in our Assembly District, where upwards of 40% of residents are first-generation immigrants. Many people in the district, like me, are proud descendants of immigrants who came after the 1965 Immigration & Nationality Act – a landmark victory made possible by the Civil Rights Movement.
In the 1960s, there was great discontent and strife against the racist and unequal order. Everyday people marched and organized for change. Longtime citizens and newcomers alike benefited from a more open society. Our home region, from the orchards of the Valley of Heart's Delight to the biggest tech companies of Silicon Valley, would never have existed without immigrants.

Immigrants are under attack. The very American Dream is under attack. Today, the extremist right-wing federal regime sends masked agents to kidnap, terrorize, and murder American citizens and immigrants.
Innocent people violently dragged from their homes and cars without warrants. Infants as young as 2 months old imprisoned in detention camps. Tens of thousands of people abducted and warehoused in these modern-day gulags. The paramilitary force of ICE agents is acting with impunity and blatantly violating people's Constitutional rights.
In 2025, we put up the defenses against Trump's unconstitutional attacks. When the federal regime attempted to strip citizenship away from tens of thousands of children, the Legislature passed my resolution to reaffirm our commitment to defending birthright citizenship. We then enacted policies to ban ICE agents from wearing masks and safeguard our schools, hospitals, and childcare facilities from being invaded by federal agents.
The Legislature also approved an additional $58.75 million for legal aid and social services for immigrant communities, and another $25 million for the Department of Justice to uphold the rule of law in court against Trump. Since then, the Attorney General has filed over 50 lawsuits [https://lcmspubcontact.lc.ca.gov/PublicLCMS/LinkTracking.php?id=1079887&eaid=121520&url=https%3A%2F%2Foag.ca.gov%2Fnews%2Fpress-releases%2Fattorney-general-bonta-marks-one-year-holding-trump-accountable&tid=AD24C1113699073] against the Administration, protecting our federal funding and civil liberties.

In 2026, we are going on the offensive. We're deploying every tool we have to stop ICE's mass deportation apparatus.
ICE relies on a sprawling network of private contractors that are making multi-million dollar deals with the federal government. They include private prison companies, drone suppliers, and surveillance firms working to enable ICE's deportation machine. Palantir was awarded a $30 million contract with ICE to develop an immigrant surveillance platform. Private prison operator CoreCivic announced a $130 million contract to operate the largest immigration detention center in California.
I introduced the No Tax Breaks for ICE Contractors Act [https://lcmspubcontact.lc.ca.gov/PublicLCMS/LinkTracking.php?id=1079889&eaid=121520&url=https%3A%2F%2Fleginfo.legislature.ca.gov%2Ffaces%2FbillNavClient.xhtml%3Fbill_id%3D202520260AB1675&tid=AD24C1113699073] to cancel tax breaks for corporations that contract with ICE and instead direct public investments for immigrant legal aid. California offers over $7 billion in corporate tax breaks. Not a single dime of taxpayer dollars should be used to prop up ICE profiteers. Most Americans believe that ICE has gone too far, and nearly half of the public wants ICE abolished [https://lcmspubcontact.lc.ca.gov/PublicLCMS/LinkTracking.php?id=1079890&eaid=121520&url=https%3A%2F%2Fyougov.com%2Fen-us%2Farticles%2F53939-more-americans-support-than-oppose-abolishing-ice-immigration-minneapolis-shooting-poll&tid=AD24C1113699073]. I hope corporate boards will side with the American people and stand on the right side of history.

With ICE rapidly expanding its detention system, I have proposed legislation to increase public oversight of the approval of any new immigration detention centers. My colleague and I also introduced a bill to levy a 50% tax on for-profit immigrant detention operators. These policies are part of the State Assembly's broader efforts to counter ICE. Looking ahead, I'm coauthoring legislation banning ICE agents from ever becoming police officers, public employees or teachers, impeding their use of hotels and rental cars, and forbidding them from using public resources for deportations.

ICE must be wholly abolished. Its rogue agents who have hurt and killed innocent people must be prosecuted. Our immigration system cannot be enforced by the terror of ICE, and it must be reformed as a functioning legal system.
Until the federal government wakes up and makes real changes that benefit all people, California will do its part to protect our immigrant families.
