The PAC proposes approaches to transportation issues identified by the Board, VTA staff, and the PAC itself. CALL TO ORDER 1.   ROLL CALL 2. Receive Chairperson's Report. (Verbal Report) CONSENT AGENDA 6.   ACTION ITEM- Approve the Regular Meeting minutes of March 12, 2026. 7.   ACTION ITEM -Recommend that the VTA Board of Directors: 1)   Approve the recommended project list for the 2016 Measure B Bicycle &   Pedestrian Planning Studies Competitive Grant Program Cycle 3 call for projects; and 2)   Authorize the General Manager/CEO to execute the necessary agreements for the 2016 Measure B Bicycle & Pedestrian Planning Studies Competitive Grant Program funds. 8.   ACTION ITEM -Recommend that the VTA Board of Directors approve the revised criteria for use in evaluation and project selection for VTA’s Transportation Fund for Clean Air 40% program. 9.   INFORMATION ITEM -Receive an update on the Across Barrier Connections Plan. 10.   INFORMATION ITEM -Receive the 2025 Annual Transportation Systems Monitoring Program Report. 11.   INFORMATION ITEM -Receive the FY2026 Transit Operations Performance Report Q2 (July 1, 2025 - Dec.31, 2025). 12.   INFORMATION ITEM -Receive information on the status of VTA's Zero-Emission Bus Fleet Transition. REGULAR AGENDA 13.   ACTION ITEM -Recommend that the VTA Board of Directors: 1)   Approve the One Bay Area Grant Cycle 4 (OBAG 4) program and project selection criteria, and 2)   Approve $4.15 million in supplement funds for Congestion Management Agency (CMA)/County   Transportation   Agency   (CTA)   planning   and   programming activities to be implemented and managed for fiscal years 2026-27 through 2029- 30.
